Fix kafka:topics:compaction and kafka:topics:retention-time (#151)

 * ensure we always send `retention_time_ms` and `compaction` for topic creation and modification
 * toggle the complementary setting if necessary based on plan capabilities
 * ensure `retention_time_ms` is always on for multi-tenant plans
 * better help descriptions
 * better action descriptions for when actually executing the actions
