Surport SSL cert when swith insecure to false

When input the parameters with --ca-cert, the client can
surport it.
1. Set the value of ssl_verify with the path to CA file,
when want to enable SSL cert verification.
2. Suport the para from command line with high priority
3. Raise a warning if ssl_verify is equal to insecure in config file
