tabletserver cleanup: SchemaEngine moves

to its own package. The old schema package also merges into it.
Accordingly, the tabletserver.TableInfo merges into schema.Table.
Tests had to be updated since they couldn't directly create
SchemaEngine any more. This required the creation of a schematest
support package to facilitate code reuse.
