Add an option to disable SSL verification

The `--no-verify-ssl` option was added to allow skipping SSL
verification when POSTing to GitLab. It adds a `VERIFY_SSL` option to
the config object, which defaults to `True`.

This is useful when setting up the integration inside of SSL-enabled
intranets and other similar infrastructure.
