bat: Add TestStopRestartInstance test case

This commit adds a new BAT tests that tests the ciao-cli stop and restart
commands.  It starts a random instance and retrieves the instance's status.
We then stop the workload, assuming that it is running, restart it and
delete it.

Partial fix for #1127
