Lock Gulp 4.0 down to a specific commit

There are no tags on the 4.0 branch.  Therefore, if we simply refer to
the branch, we will pick up any future commits, which may include
breaking changes.  So we choose to reference a specific commit on the
4.0 branch and will upgrade as needed.
