API: Dishes endpoint (#29)

* Adds landing_spec spec file

* Adds route for landing, index action

* Adds api landing controller

* Renames controller and removes actions from controller

* Adds rspec test for requesting dishes and getting response

* Fixes the controller and moves api controller up to levels, tests now failing

* Modifies controller to render json with all dishes entries

* Adds test for returning all dishes upon request to dishes api route

* Renames api controller
