VM Launch Mods #3

This patch provides additional mods specific to VM launching. The
main change here is the removal of cli / sti, cleaning up potential
issues with vmresume, and adding a vmlaunch that accepts the same
infomartion as vmresume, greatly simplifying how a launch occurs.
