chore: eslint allows import of dev dependencies

eslint-plugin-import rule requires any imported package to be either an exists local package or one listed in the package’s dependencies map. It avoid tests to run successfully locally but fail later before some script / dependency is missing.

Test scripts however are expected to run in dev mode and should have access to dev dependencies.
