Fix race condition in client acceptance tests

When we implemented in-page help, we greatly increased the amount of
content that needs to be animated when opening/closing the help panel.
The step definitions previously did not wait for the help panel
animation to complete before clicking the help link.  For the scenario
where we verify clicking the "hide help" link closes the help panel, the
"hide help" link is clicked while the help panel animation is still
running to display it.

This change ensures the help panel display state is reported as
"indeterminate" while the animation is in effect.  This ensures that we
will not click the toggle help link until the animation is complete.
