Add two knobs for formatting dictionaries and sets

- The EACH_DICT_ENTRY_ON_SEPARATE_LINE knob places each dict entry on separate
  lines if the full dictionary can't fit on a single line.
- The `SPLIT_BEFORE_DICT_SET_GENERATOR` knob splits before the `for` part of a
  dict/set generator.
