[EXPERIMENTAL] Add gcry_cipher_ctl interface for AES-CCM

In order to test AES-CCM, add a new "ctl" method to the Cipher class.
Marked as experimental since I have not decided whether this interface
is a good way to expose the gcry_cipher_ctl function.

Also add some hacks to make CCM work with Libgcrypt 1.6.
