Fix race in pRPC test.

The pRPC test suffered a race where the Context's deadline timer may
trigger after the actual HTTP request has completed, causing the HTTP
request to be honored. Fix this with a callback that imposes
determinism, and simplify the test a little bit accordingly.

BUG=None
TEST=unit
  - Ran unit test 1000 times with 1,2,4 CPUs, no longer reproduces.
