Fix the AppVeyor build with RelWithDebInfo

There's a very strange runtime failure on Windows
with Release builds but not with Debug Info.
The guess is that other libraries are built with the Debug info
and linking (maybe static?) w/o Deb Info is leading to subtle failures.
