One shot demo / celery task handling updates. (#99)

* Working one-shot import via form upload view, no user feedback during long processing times.

* Add react component to display import status of layers in bulk upload.

* Add import status endpoint.

* Everything in place, still no user feedback during long processing times.

* Move import to separate thread so we can redirect the user to a page with status updates.

* Add error logging to celery tasks.

* Eliminate need for celery backend in layer import task.  AWS testing deploy.
