delegate resolving of all $ref to JSON::Validator

simplifies the code here, also use Mojo::Base -base for the OO code
(we're going to pull that in anyway because of JSON::Validator)

fix tests that have slightly different results (error messages) due
to move to JSON::Validator for resolution of $ref's
