Flexible control of simulation stop criteria

By default, the "sim.duration" configuration has determined the `until`
argument to `Environment.run()`. Thus simulations were always run for a
fixed [simulated] duration.

This change introduces Environment.until, a new attribute that controls
when the simulation stops. By default, Environment.until remains based on
"sim.duration", but now Environment subclasses have the opportunity to
override Environment.until. Thus it is now possible to dynamically control
when the simulation stops (i.e. based on runtime-determined criteria).
