Use beginning_of_day rather than today to get start of day for embargoes.

I started to get spec failures locally which I believe are caused by using
`today` to set the embargo `publish_at` field. `today` returns a Date object,
so somewhere under the hood, Rails will convert this to a Time or DateTime
object - some part of that conversion process is not application time zone
aware, so on my system (which must have GMT set somewhere under the hood),
times incremented by 3 months were starting to have an hour taken off them
to account for BST. Using beginning_of_day to cast the Date to an
ActiveSupport::TimeWithZone resolves the errors.
