Commit Message

Redesign PDAG Constant arg and gate state

- Remove completely State enum for gate states
- Constant gate is a Null (pass-through) gate
  with a single constant arg.
- Explicit API for checking constants/null-gates in the graph and gates.
- Initial specialization for Gate::AddArg<Constant>
- Refactor all the dependent preprocessing/analysis code
  with the new approach for constant argument.
