Add access control for each crucial route

This means:

* / route only shows public repos because of performance reasons and
 the way our database is structured
* /:org oute shows public repos only too for the same reasons
* /:org/:repo route checks if the user is a collaborator and if he is
 not he will be faced with a 404
* /:org/:repo/:job route also checks if the user is a collaborator and
 if he is not he will be face with a 404 too
* All the changes are consistent with the GitHub access rights which
 also renders a 404
