Feature/star experiment (#565)

* Added custom serializer for user class
* Added custom serializers to stop circular dependencies
* added github avatar url to user obj, also added update user endpoint
* updated migrations script to add starred table
* added user resource for refreshing, added getUserTools and getUserWorkflows calls
* added reusable user update call
* Refresh will trigger update user metadata
* Changed get starred users for entries to not require auth
* Merging star/unstar functions from DockerRepo and Workflow Resource into Helper because they are similar
* Added CLI for starring
* Changed help printout
* Added testing for CLI, added the newly generated swagger.yaml, inserted published workflow into testing DB
