create userdocmatch package / service

and reference it from server. dal and frontendstruct becomes internal structures of userdocmatch
This removes dependencies fro other modules to server package
At the end of the refactoring, scraping should reference it too
Others modules (topicmodel, learner) might become submodules of userdocmatch
