Fixing "salmon algorithm" for late night schedule

Without the Fremont training running and with the Pittsburg train actually going to Millbrae from SFIA, the algorithm was breaking down for
a couple of reasons.

1) The station-routes data was incomplete since it was only snapshotted during the normal evening time. This was fixed by updating the gen-station-routes-data script to request at multiple time periods (evening and late night)

2) There are supposedly "white"/"ghost" trains which are unable to be attributed to route IDs which result in exceptions being thrown. This is fixed by filtering out routes for which we were unable to find a route

Also added tests for major delay and late night scenarios
