Move the bind_alias function to the declarations_joiner file

… and deprecate the version in the source_reader file.
I saw no usage of this function outside of
pygccxml; a deprecation warning was added though,
to let people adapt their code.

The function is moved to the declarations_reader
file, so it is no more part of the public API.
