Wait for user processes to die after publish

The Pulp rsync publisher transfers files to target systems via SSH. For
whatever reason, those SSH sessions can live on after file transfers
have completed. Several test cases fail because of this: the completed
test cases try to clean up by deleting no-longer-needed users, but the
user deletion requests fail due to dangling SSH sessions.

Fix this by waiting for a short period of time, so that the SSH sessions
can die.
