metadata needs to be up to date before processing
veth peering. In case of veth present as ovs interface,
ovs could have been registered the interface before netlink.
In that specific case metadata used for the veth processing
was those filled by ovs, so without PeerIfIndex.

This patch ensures that metadata are updated before veth
processing.
