[jenkins] Fix compatibility error with Python 3.4

JSONDecodeError exception is only available from Python 3.5
and so forth. This exception is a subclass of ValueError.
Catching that exception will make it work with Python 3.4
and newer versions.

Version updated to 0.5.2.
