Commit Message

Fix Annotee teeing content annotations.

Annotee wants to suppress content annotations when in annotation-only
mode, since that data will be sent via LogDog stream. However, we do NOT
want to suppress those annotations when we're teeing text. Fix Annotee
to emit content annotations (notably STEP_LOG_LINE) when teeing text.

TEST=local
  - Ran with "tee=annotations,text", no longer strips STEP_LOG_LINE.
