Updates to New Hire Checklist (#133)

* Updates to New Hire Checklist

Added instructions to “Set up Slack” and “Set up Github” so they aren’t
reliant on Delores messages.  Also added info to “Secure your laptop”
to make sure new hires download Managed Software Center and ClamXav

* Removed Chris Contingency

Per https://github.com/18F/checklistomania/issues/107, removed the OLU step's CHRIS enrollment dependency.

* fix dependsOn that mention old receiveEquipment task
