New template Access perm 'static_tpl' + handling

New bool permssion 'static_tpl' supported by the Access class API will
skip the TT processing and return raw content. post-processing still
happens, just not TT template processing.

Works in the same manner as the other Access 'permissions'
(external_tpl, writable, admin_tpl, etc)
