Make pylabrad work with python3 (#308)

A number of changes were needed to make things work with python3, though no major restructuring:

* Specify python 2.7 as minimum 2.x version in setup.py
* Add python versions 3.4 and 3.5 to setup.py classifiers
* Use external version of pyparsing
* Add print_function import
* Fix except syntax to work with python 3
* Fix raise syntax to be compatible with python 3
* Guard import of InstanceType to work with python 3
* Test against python 3.4 and 3.5 on travis-ci
* Update test_tls to only run tests in travis-ci
* Bump scalabrad version used for tests.
* Fix hostname bytes/str handling in crypto.py
* Various fixes to work with python 3
* Use python3 standard library imports in oauth.py thanks to future
* Do all compatibility imports first
