lifecycle: 3: Add IsRunning function

Summary: We want to add another piece of information to the lifecycle
interface in order to introspect what the current 'running' state of the
process is.  This pr adds the IsRunning func to the lifecycle interface
and adds it to all the structs that implement the lifecycle interface.
