ciao-controller: don't honor user specified volume ephemerality

Commit c389aed9b breaks the BAT.  This
fixes it.

Philosophically I think we should not be automatically creating and
deleting ephemeral volume snapshots on the fly behind the user's back.
But this patch goes back to that behavior until we architect and agree a
lifetime of a volume, implement test gates on that behavior and change
code to allow those tests to pass.
