ciao-launcher: error on local volume request

If the payload includes a volume whose uuid is "", that implies it came
through the OpenStack block device mappings v2 api and is marked as
"local".  Launcher does not yet auto-create and connect such volumes.
Issue #972 has been opened to track eventual resolution.
