* Improved bayesian_score_component performance with uniform prior

- Improved bayesian_score_component performance when using a uniform
prior distribution.
- Added a new discrete structure learning algorithm.

* Activated new bayesian_score_component_uniform function

I accidentally left it commented it out while performance testing. Oops!

* Added unit tests for scan greedy hill climbing.

On a small dataset such as this, the result should be equivalent to
running the normal GreedyHillClimbing.

* Modified bayesian_score_component_uniform to support Julia 0.4

Presumably using a @static will prevent Julia 0.4 from blowing up due
to a syntax change in sum between 0.4 and 0.5.
