simplify apache-rat config

..as there are reasonable defaults in
http://central.maven.org/maven2/org/apache/commons/commons-parent/41/commons-parent-41.pom
and RAT-126 is now fixed.

The apache-rat config was under <reporting> so it didn't pick up
RNG-specific excludes when running mvn apache-rat:check -- I moved it to
<plugins> in git and simplified using <excludes
combine.children="append">.  This does not affect this RC, but should
simplify (my :)  reviews of later releases.
