[API Folder][Part 1] Move /transport into api folder (split out middleware)

Summary: This diff moves over the transport folder into the
/api/transport/ folder instead, or moves it to the /api/middleware
folder for middleware, and moves the concrete registry implementation
into the dispatcher/top level
