ciao-launcher: Unit tests no longer write to /var/lib/ciao/instances

The instance unit tests used to create instances in /var/lib/ciao/instances.
This caused test failures if the tests did not have access to this directory.
It also created the possibility that the unit tests could interfere with a
real cluster if run on a real CN.
