updated outdated requirements and fixed tests

updating pytest-dbfixutres caused all tests to break due to postgresql fixture being separated into its own package called pytest-postgresql.
the breaking changes involved changes to the dbfixtures config files located in the tests directory. These are no longer needed as the parameters
are now passed in via the pytest command as options. these options are --postgresql-host and --postgresql-user.

- removed pytest-dbfixtures as it is not needed anymore
- added pytest-postgresql to requirements file
- removed dbfixtures config files from tests directory
- added postgresql_port, postgresql_user, and postgresql_host to setup.cfg for pytest
- added scipy and numpy to requirements
- updated makefile test command for pytest-postgresql changes
- updated travis.yml for pytest-postgresql changes
- removed bin/tests as that has been replaced by calling `python setup.py test`
