ciao-controller: remove redundant startWorkload argument

The "trace" bool argument is only true when the label is not "" and is only
false when the label is "".  Therefore we can do conditional operations
simply based on the label.

I change "label" to "traceLabel" to keep the code clear that this is
related to tracing.
