ciao-storage,ciao-image: Add RBD command timeout

When running a CIAO image commands that depends on Ceph storage
backend and that Ceph cluster is down, rbd commands will be hanged
and ciao-image service will hang its response.

This commit adds a timeout implementation for rbd commands in
Ceph, if a rbd command exceeds the defined timeout (10 secs), it
will be killed and return an error.

Fixes #905
