Fix URL routing bug for preview URLs

Fix a bug where you could see a draft page at a preview URL of its
published copy even if that draft page's URL had become obsolete.

For example, given:
 - a published draft copy at /original-slug/
 - an updated draft copy at /updated-slug/

A privileged user could visit the preview URL /updated-slug/?edit to
see the draft content, which is fine.

But a privileged user could also visit the preview URL
/original-slug/?edit and would see the draft content at that URL,
despite the fact the draft's slug and URL no longer matched the slug
being used.

With this fix, only the draft's current URL can be used to view the
draft content.

This change includes unit tests that confirm the corrected behaviour.
