Add limiter functions for decoders.

Add two new calls that have a maximum size parameter.  When the max size
is non-zero it prevents allocations greater than said size.  The API
remains 100% backwards compatible by default.

This is meant to provide a measure of protection against fuzzing on a
wire protocol.

Pull Request Pull Request #8: Add a max decoder limit in order to prevent crashes.
