#68 - Fixing Subnet create/delete bugs.

No more 'state' maintained in driver - every subnet allocate/cleanup call now queries existing subnets before allocating new.

Tested with

1. Auto VLAN Service : ConnectAll
2. Manual VLAN Service: Connect each instance separately
3. Point-to-Point: Auto VLAN

Basic subnets look fine now.
