Fix #240 re-enable UID check
The new behavior denies login if there is either more than 1 existing entry for the given UID or another user with the same UID.
In both cases the player gets disconnected with an error message. UIDs only get inserted when there was no conflict, otherwise login with the first account would never be possible again without linking to steam (or requesting an exempt)
