make verify_cot an entry point rather than a helper script.

When testing chain of trust verification, it helps to test against an
existing graph without having to set up a scriptworker instance or
retrigger a task or graph.  Instead, we can run `verify_cot TASKID` to
trace the chain of trust from that task back to the tree.
