Fix timestamp in If-Modified-Since header

* src/wget.c(http_create_request): Use mtime instead of mtime+1

According to RFC 7238, section 3.3, an origin server may use exact
timestamp matching to implement conditional requests. Hence, Wget must
not modify the mtime at all
