Update install instructions (#79)

Update install instructions

* Clarify requirements, adding pip

Add apt-get instructions for requirement installation.
Add pip as a requirement before its use later in the README.

* Improve README readability

Prevents two lines merging into one by adding linebreak.

* Convert double to triple backticks

To follow github code block guidelines

* Convert backticks to rst code block

Because .rst files use .rst syntax rather than github-markdown

* Specify code block style

So that the install instructions might display on github web ui

* Add python-dev as a requirement

Plain python doesn't work, it has to be the dev version

* Update .gitignore to ignore setup files

Ignore the files generated by following Getting Started

* Update single to double backticks

This causes a folder name to be highlighted as code.
This makes it harder to miss this part of the instructions.

* Clarify need for subdirectories

Make it clearer that subdirectories are needed within data/ folder.

* Make Ubuntu requirements full sentance

* Add clarity to readme file
