Migrate from libdl to libltdl

Instead of using libdl's dlopen et al directly from <dlfcn.h>, we use
libtool instead (after all, isn't that the whole point of having
libtool?).

This exposed a bug in the testing code: foxbot was being de-initialized
twice.  This has been fixed.

Compatibility note:
  Previously plugin names had the .so suffix.  For portability reasons,
  this is no longer allowed.  Plugin names must not have .so or any file
  extensions.
