Remove captcha API path.

PRAW4 will not (presently) support captchas. It's not clear if captchas are
required when using OAuth, and even if they are, it's better to instruct the
PRAW user how to go about avoiding captchas (obtaining karma) then cluttering
the code with captcha handling support.
